Southern Luzon State University (SLSU) received the Special Citation for Most Engaged Consortium Member Institutions during the KINANG Awards of the Southern Tagalog Agriculture, Aquatic and Resources Research, Development and Extension Consortium held via Zoom on June 3.

The recognition was given to consortium member institutions with at least 85 percent participation in key STAARRDEC activities, including meetings, fora, training, submission of reports, and event hosting. The STAARRDEC Secretariat conducted the assessment using internal documentation, with inputs from cluster coordinators, representatives, and monitoring teams.

SLSU also produced three cluster representative awardees.

Ms. April Arianne A. de Leon, Head of the SLSU Information and Communications Office, received the Gawad Kinang for Best Science Communication Cluster Representative. The award recognized her significant contributions to promoting research and development through various communication platforms and activities.

Dr. Jeniffer Edytha J. Lagrazon, Center Chief and Manager of the SLSU Technology Business Incubator, won the Gawad Kinang for Best Technology Transfer Cluster Representative for her active contributions to STAARRDEC’s technology transfer initiatives.

Dr. Nicanor L. Guinto, Director of the SLSU Office of Research Services, bagged the Gawad Kinang for Best Research and Development Cluster Representative for his active involvement and contributions to STAARRDEC’s R&D agenda and activities.

Cluster Representative Awards were evaluated based on attendance and active participation in cluster activities and meetings, outputs or initiatives aligned with STAARRDEC goals, collaboration and coordination with other cluster members and units, and timeliness and quality of submissions and reporting.

The KINANG Awards, named after the Filipino word meaning sparkle, brilliance, or radiance, serve as STAARRDEC’s highest form of recognition. The awards honor individuals and institutions whose contributions to research, extension, technology transfer, and consortium collaboration create meaningful impact across the agriculture, aquatic, and natural resources sectors.

The awarding formed part of the 38th STAARRDEC Anniversary Celebration, which featured the activity “Linking Industry Challenges to Regional Innovation Pathways: A STAARRDEC Anniversary Feature” anchored on the theme “Celebrating 38 Years of Regional Transformation through Agri-Aqua Innovation.”

SLSU, Brgy. Mabato holds seminar to strengthen families in Mauban

Southern Luzon State University (SLSU) and Barangay Mabato successfully conducted a parent-child encounter seminar for selected community members on June 2.

The event began with opening remarks from Hon. Guillermo Ronello M. Rivera, Punong Barangay of Brgy. Mabato, stating the importance of this event for their community. “Kaya natin isinasagawa ang programang ito ay para sa kapakanan at ikabubuti ng mga bata sa ating barangay,” he said.

The seminar was led by Assoc. Prof. Fides Joyce O. Llegado, faculty of the Psychology Department of the College of Arts and Sciences (CAS). She discussed the importance of a positive relationship between parents and children and promoted the concept of a “safe space” within the family. Both parents and children actively engaged in discussions and activities where they shared experiences, exchanged stories, and expressed their thoughts and messages to each other. Assoc. Prof. Llegado finished her presentation with a passage saying, “Hindi natin mababago ang salitang narinig natin no’ng bata. Pero pwede natin baguhin ang salitang sasabihin natin sa anak natin bukas.”

The closing remarks were delivered by Ms. Emelita Dela Cruz, Social Welfare Officer III of LGU Mauban, who expressed the LGU’s support for this initiative. “Ang atin pong layunin ay protektahan ang mga bata at mabigyan ng kamalayan ang mga magulang sa maayos na pagpapalaki ng anak,” she said.

This initiative underscores the partnership between SLSU and local barangays in promoting the welfare of children and family.

LGU Lucban commends College of Allied Medicine for topping licensure exams, IAAHEH recognition

The achievements of the College of Allied Medicine (CAM) of the Southern Luzon State University (SLSU) earned a commendation from the Local Government Unit (LGU) of Lucban, Quezon, June 1.

LGU Lucban, under Kapasiyan Blg. 172-2026 and 171-2026, respectively, acknowledged the college for ranking second among the top-performing schools in the November 2025 Midwifery Licensure Examination and in the February 2026 Nurse Licensure Examination.

Likewise, through Resolution No. 191-2026, it congratulated CAM’s BS Midwifery for earning accreditation recognition from the International Association for Allied Health Education (IAAHEH), making SLSU the first university in the Philippines to receive such a distinction.

These acknowledgements were given as a testament that SLSU provides exceptional quality education and, therefore, shines a spotlight on the Municipality of Lucban, where the Main Campus is located.

Coloring SLSU’s diversity: Delving into the GAD Concepts with CAS 1st-year students and new faculty

As first-year students and new faculty members embark on their campus journey, introducing the Southern Luzon State University’s (SLSU) various facets is central to their experiences. One of these is the university’s continuing role in promoting gender awareness, as seen in the recently concluded Gender and Development (GAD) seminar, organized by the College of Arts and Sciences (CAS) in coordination with the Gender and Development (GAD) Office on April 29, 2026.

In line with the GAD Office’s annual gender and development plan and budget, the activity targeted first-year students and new faculty members, which is aimed at providing GAD concepts in response to the gap issue in our generation, particularly individuals who do not have adequate access to gender equality education.

“We are conducting this not only to implement our approved annual GAD Plan and Budget, but more importantly, to further raise awareness on Gender and Development, as well as promote sensitivity and inclusivity among our students, faculty, and employees in the College of Arts and Sciences. Through this, we hope to empower them and inspire them to empower others as well,” Dr. Noreen P. Echague, GAD Coordinator, CAS.

With the theme, “Equal Space, Equal Future: Understanding Gender-Equality For a Safe Space Campus,” the first session (8:00 AM – 10:00 AM) was catered to Bachelor of Arts in Communication, and Bachelor of Arts in History students with the discussion of Assoc. Prof. Gino A. Cabrera, a certified member of the regional GAD resource pool on the Magna Carta of Women. This essential national law mandates higher education institutions to integrate gender perspectives into policies, programs, and capacity-building initiatives for students and staff alike.

The noon session (12:00 PM – 2:00 PM) proceeded with Bachelor of Arts in Psychology students and new CAS faculty members. Ms. Myra T. Querijero, GAD Coordinator for the College of Administration, Business, Hospitality, and Accountancy (CABHA), led a dialogue on Basic GAD Concepts. She emphasized identifying gender barriers, stereotypes, and misconceptions, and shared practical ways to effectively avoid these biases.

Finally, Bachelor of Science in Biology, and Bachelor of Science in Mathematics students participated in the 3:00 PM – 5:00 PM session. Assoc. Prof. Rene P. Zubieto, GAD Director, shared insights on Gender Mainstreaming in Higher Education, emphasizing that respect and kindness are powerful tools in the process of embracing student diversity.

Looking ahead, CAS-GAD is already planning succeeding seminars and other projects for the next academic year, targeting second- and third-year students, faculty, and staff for the seminars, and all students for other initiatives. These efforts aim to ensure the continuous development of student awareness and uphold the university’s institutional commitment to gender equality and inclusivity.

SLSU leads community-based ASRH and life skills training in Lucban

Southern Luzon State University (SLSU) led a seminar on adolescent reproductive health and life skills for the community of Barangay 6 in Lucban, Quezon, on May 26.

The morning session on Adolescent Sexuality and Reproductive Health (ASRH) was facilitated by the SLSU College of Allied Medicine (CAM), led by clinical instructors Ms. Xerlen D. Cruz, RM, and Ms. Marimel B. Saipuddin, RM. Their discussion covered the definition of adolescence, the concept of sexuality, and the causes, effects, prevention, and treatment of sexually transmitted infections (STIs). They also emphasized the importance of saying “no” to early sexual initiation.

The afternoon session focused on establishing life skills for adolescents and was led by Assoc. Prof. Rene P. Zubieto, a faculty member of the College of Arts and Sciences (CAS) and Director of the SLSU Gender and Development Office. Assoc. Prof. Zubieto taught the youth practical skills in decision-making, problem-solving, critical thinking, negotiation, and effective communication. He also discussed how to develop self-awareness and empathy, where to seek correct information and help, and how to cope with emotions and stress.

The seminar, conducted in partnership with the Sangguniang Barangay of Barangay 6, spearheaded by Barangay Captain Melchor F. Bojilador and Barangay Councilor Rosana P. Laguador, co-chair of the Committee on Gender and Development of Barangay 6, aimed to equip young residents with essential knowledge and practical abilities for navigating adolescence. This initiative was also supported by the Local Government Unit of Lucban through the Municipal Gender and Development Office.

This not only provides essential knowledge on reproductive health and life skills but also empowers the youth of Barangay 6 to make informed, responsible decisions for their well-being.

SLSU CAS, Sariaya LGU partner for youth psychological assessments

Southern Luzon State University - College of Arts and Sciences (SLSU CAS) partnered with the Local Government Unit (LGU) of Sariaya to conduct comprehensive psychological assessments for six referred local children on May 13, 2026.

To bridge the gap caused by a lack of specialized local services and limited resources for evaluating vulnerable youth, the SLSU-CAS Psychological Laboratory and the Municipal Social Welfare and Development Office (MSWDO) teamed up to map the learning abilities and emotional habits of selected children in Sariaya. The said day-long psychological assessment program will provide families, teachers, and social workers with personalized, long-term support plans.

The SLSU CAS team was led by Assoc. Prof. Gino A. Cabrera, alongside Dr. Noreen P. Echague and Prof. Jomar Saif P. Baudin. The faculty members initiated the day with a briefing for parents and guardians, then, with their close supervision, SLSU psychology students administered the standard tests.

Following the evaluations, the team held a collaborative consultation with the children, guardians, social workers, and school counselors to discuss the findings and next steps for care. The children concluded their campus visit with recreational activities at SLSU’s Kiddie Fun Place to ensure a positive, stress-free experience.

This partnership strengthens the 2025 Memorandum of Agreement between the LGU and SLSU, combining university expertise with local government resources to establish a sustainable program that ensures vulnerable children receive the specialized attention necessary for their academic and personal success.

SLSU, TK steward environmental protection through EJSRP 3

Southern Luzon State University (SLSU) continues to embody its goal of leading initiatives for environmental protection and conservation. One such initiative is the Environmental Justice Sector Reform Project – Phase 3 (EJSRP 3), implemented through the Oscar F. Santos Institute of Environmental Governance (IEG) in partnership with Tanggol Kalikasan (TK) and funded by the United States Department of the Interior International Technical Assistance Program.

The EJSRP 3 Project Implementation: Area Specific Action Plan

EJSRP 3 aims to enhance biodiversity conservation actions and ensure the protection of remaining wildlife habitats by raising awareness and strengthening the capacities and technical skills of local government officials. The project covers several coastal and island municipalities in Quezon Province along the Philippine Rise (Benham Rise), namely: Alabat, Burdeos, General Nakar, Infanta, Jomalig, Panukulan, Patnanungan, Perez, Polillo, Quezon, and Real.

One key component of the project requires each municipality to develop and implement an Area Specific Action Plan (ASAP) tailored to its community’s environmental needs. These plans include capacity building for Bantay Dagat members on the enforcement of fisheries laws and legislation, as well as the establishment of aquasilviculture.

ASAP Monitoring

Following the completion of the municipalities’ ASAP implementation, SLSU IEG and TK conducted a series of monitoring activities to ensure the attainment of the project’s objectives and its sustainability. Likewise, staff of Office and Extension Services joined the monitoring team to conduct a needs assessment survey and interview aimed to identify emerging issues and priority concerns, which determined the capacity-building requirements and recommended appropriate interventions that may develop into extension concepts and projects.

The monitoring team conducted its first monitoring activity for the municipalities of Real and General Nakar, Quezon.

In Real, the team met with Municipal Agriculture Officer (MAO) Filomena R. Azogue and Ms. Jamaica J. Hapa, a staff member of the Municipal Agriculture Office (MAgO). The discussion revealed that the five Bantay Dagat members who underwent training have not yet been formally deputized due to incomplete requirements under the Bureau of Fisheries and Aquatic Resources (BFAR) standards. The municipality also expressed the need for additional capacity-building activities focused on Coastal Resource Management Planning.

Meanwhile, in General Nakar, the team met with MAO John Leo O. Tena. Similar concerns were raised regarding the nine trained Bantay Dagat members who remain without formal deputization. The municipality further requested additional training on Coastal Resource Management Planning and Hito (catfish) farming as an alternative livelihood opportunity for other Bantay Dagat members and volunteers.

On April 27, 2026, the monitoring team visited the Municipality of Patnanungan and met with Municipal Mayor Claire Larita-Natividad, MAO Eugene Luces, and Municipal Environment and Natural Resources Officer (MENRO) Dennis Aguilar. During the meeting, it was reported that the eleven Bantay Dagat members have already been deputized. The municipality also requested additional training focused on coral management to strengthen marine conservation efforts.

The following day, the team proceeded to the Municipality of Jomalig. Local officials shared that four Bantay Dagat members have been deputized. The municipality likewise expressed interest in additional training programs focused on mangrove development to support their ecotourism initiatives.

A Continuing Commitment

These monitoring activities reflect SLSU’s strong commitment, together with partner institutions and local government units, to enhancing coastal resource protection, strengthening environmental law enforcement, and promoting sustainable, community-based livelihood opportunities for coastal communities.

SLSU becomes first in PH to earn international midwifery accreditation

Southern Luzon State University (SLSU) has achieved a historic milestone as the first university in the Philippines to secure international accreditation for its Bachelor of Science in Midwifery program from the Indonesian Accreditation Agency for Higher Education in Health-International (IAAHEH-INT).

The accreditation process took place from February 5 to 7, 2026, and involved program profiling, stakeholder interviews, facility inspections, visits to academic hospitals and clinics, and observation of teaching and learning practices. The evaluation was conducted by the IAAHEH team in close coordination with the SLSU Accreditation Committee, led by SLSU President Frederick T. Villa, DTech, and College of Allied Medicine Dean Rosalinda A. Abuy, PhD.

SLSU’s Midwifery program is currently the first and only program in the Philippines to pursue international accreditation from IAAHEH. Following intensive site evaluations, it officially became the country’s pioneering IAAHEH-accredited health science program.

IAAHEH, formally known as Lembaga Akreditasi Mandiri Pendidikan Tinggi Kesehatan (LAM-PTKes), was established in 2014 and has accredited around 4,000 study programs across seven health science fields, including Medicine, Dentistry, Nursing, Midwifery, Pharmacy, Public Health, and Nutrition. The agency is recognized by the World Federation for Medical Education (WFME) and the Asia-Pacific Quality Register (APQR), enabling it to accredit programs internationally.

With this achievement, SLSU sets a precedent for Philippine higher education institutions, strengthening its role in advancing healthcare education and opening doors to greater global collaboration.

Solemnity amid the hustle: Centering spiritual activity with SLSU faculty, EA’s recollection

From academic and gender-sensitivity-related training to professional development and physical fitness workshops, the faculty and employees of Southern Luzon State University (SLSU) are constantly on the move to fulfill their professional duties. As a much-needed respite, the College of Arts and Sciences - Faculty Association (CAS-FA) recently spearheaded a meditative recollection to nurture spiritual well-being. The event, held at the SLSU Chapel on April 22, 2026, was open to all university faculty and employees.

According to Gino A. Cabrera, president of the CAS-FA and Faculty Regent, the recollection aimed to provide balance to the heavy workloads and standard obligations of the staff, especially since spiritual activities are not as frequently initiated as other professional activities. Led by Rev. Fr. Rolly Pabillano, who also presided over the Holy Mass following the session, the activity began at 9:00 AM, focusing on prioritizing spiritual growth and self-awareness to better foster one’s relationship with others and with God. “It’s important to take some time, no matter how busy we are, to pause for a while and reflect… Naunawaan [ko] na hindi lamang ang mga kaalamang pang-intelektwal ang dapat na pinauunlad, lalo’t higit pala ay dapat linangin din ang pang-espirituwal,” one of the participating faculty members expressed.

The timing of the event was particularly significant. Faculty and employees from various satellite campuses were already present at the Main Campus for the Inter-collegiate and Campuses Athletic Competition – Culture and Arts Festival (ICCAC-CAF) 2026 to support their student-athletes and artists. Amidst the excitement of these high-profile events, the spiritual gathering provided a vital moment of peace and reflection.

Looking ahead, the Faculty Association (FA), jointly organized with the Faculty and Employee Club (FEC) and the Employees Association (EA), will conduct future spiritual activities that are more inclusive and not centralized solely on Catholic faculty members in acknowledgement of the religious diversity among the faculty and employees.
