TK, SLSU IEG celebrates another milestone on marine protection project: Turnover of fiberglass patrol boat

Tanggol Kalikasan, Inc. and Southern Luzon State University - Oscar F. Santos Institute of Environmental Governance (IEG) Center celebrated another milestone in the Environmental Justice Reform Sector Program (EJSRP 3) with a formal turnover of a 34-foot fiberglass patrol boat to the Provincial Government of Quezon, on November 24.

Through the funding of the United States Department of the Interior’s International Technical Assistance Program, and as part of the key deliverables of the EJSRP III, the faculty and personnel of SLSU participated in the construction of the patrol boat during the hands-on training on fiberglass boat construction and maintenance in 2024. Moreover, the Bureau of Fisheries and Aquatic Resources (BFAR) also contributed as a technical partner in the boat’s construction.

Finally, the marine-grade fiberglass patrol boat was officially turned over to the provincial government of Quezon during the Quezon 2025 Fishery Summit held at the Queen Margaret Hotel, Lucena City. The boat is designed to navigate rough sea conditions with its primary mission to support Quezon’s Local Government Units (LGUs) in monitoring coastal activities and enforcing fisheries and environmental laws, with a specific focus on securing the vital maritime corridor facing the Philippine Rise.

The turnover ceremony was attended by key stakeholders, including Mr. Glenn Forbes, President of Tanggol Kalikasan, Inc., and Dr. Ana Clarissa S. Mariano, Provincial Agriculturist of Quezon Province, and Mr. Romano Talaga, Executive Assistant and Representative of Governor Angelina “Helen” DL. Tan. Representing SLSU were Dr. Dhenalyn Aquino-Dejelo, Vice President for Academic Affairs, and Dr. Felino J. Gutierrez, Jr., Director of Extension Services. The ceremony is witnessed by the Department of Agriculture Undersecretary for Policy and Planning and former BFAR Director, Atty. Asis G. Perez, and BFAR CALABARZON Director, Mr. Sammy A. Malvas.

SLSU IEG participates in EJSRP 3 management committee meeting

Representatives from the Southern Luzon State University (SLSU) - Oscar F. Santos Institute of Environmental Governance (IEG) Center Management Committee (ManCom) attended the Joint Management Committee Meeting for the Environmental Justice Sector Reform Project 3 (EJSRP 3), held from October 8 to 11 at Siargao Island, Surigao del Norte.

Present during this conference are the SLSU IEG Center Management Committee members, composed of Dr. Felino J. Gutierrez, Jr., Director of Extension Services, and EnP Richard M. Veluz, both SLSU faculty members; and Engr. Lourdes A. Quevada, Tanggol Kalikasan member and former SLSU Extension Services Director; and EnP Julieta Aparicio, the Lucena City Planning and Development Officer and TK-Member. Also part of the delegation is Ms. Arceli R. Obmerga, the SLSU-IEG Center Coordinator.

As EJSRP 3, funded by the United State Department of Interior – International Technical Assistance Program, reaches the end of its implementation, the IEG centers from the five provinces of Aurora, Cagayan, Camarines Norte, Isabela, and Quezon convened for updates on the project implementation as well as to strengthen each center through collaboration and strategic planning. On the part of Quezon Province, Ms. Obmerga delivered a comprehensive presentation detailing the SLSU-IEG Center’s accomplishments over the preceding two years. Her report highlighted that major project deliverables for EJSRP 3 in Quezon province were already 90% completed. Likewise, she shared the learnings gained and challenges faced during the project implementation from November 2023.

On the other hand, as part of the 3-day activity, the SLSU-IEG Management Committee convened and provided its insights regarding the project’s implementation and ways forward. Similarly, the ManCom members, through EnP Veluz, presented the Center’s strategic directions on sustaining this initiative and the operations of the SLSU-IEG in its environmental governance and sustainability endeavors.

SLSU IEG, TK muling nagsagawa ng pagsasanay para sa mga bantay dagat

Noong ika-5 hanggang ika-7 ng Agosto, isinagawa ang pagsasanay sa fishery law enforcement para sa ikalawang grupo ng mga miyembro ng Bantay Dagat mula sa mga bayan ng Alabat, General Nakar, Perez, at Real, Quezon.

Ginanap ang aktibidad sa National Brackishwater Training Center (NBTC) sa Pagbilao, Quezon, na naglalayong palakasin ang kaalaman ng mga kalahok sa tamang pagpapatupad ng mga batas pangkaragatan. Ang gawaing ito ay parte ng proyektong Environmental Justice Sector Reform Project – Phase 3 sa tulong na pinansyal mula sa U.S. Department of Interior – International Technical Assistance Program.

Pinangunahan ng mga ekspertong abogado mula sa Tanggol Kalikasan na sina Atty. Rolando R. Recto at Atty. Psyche P. Tolentino ang pagsasanay. Sa unang araw, tinalakay ni Atty. Tolentino ang tungkol sa estado at kalagayan ng kapaligiran, partikular sa pagpapatupad ng batas pangkaragatan pati ang Fisheries Code of the Philippines o Republic Act (R.A.) 10654.

Samantala, ipinaliwanag naman ni Atty. Recto ang mga probisyon ng Chainsaw Act, Wildlife Act, at NIPAS Act. Pati na rin ang tamang proseso ng Arrest, Search, Seizure and Detention.

Sa ikalawang araw, nagbigay si Atty. Recto ng mga gabay sa wastong pagsasampa ng mga kasong administratibo at kriminal. Pagkatapos, tinalakay ni Atty. Tolentino ang mga uri ng ebidensyang maaaring ihain sa hukuman at ang tamang pagsulat ng affidavit.

Bilang panghuling sesyon, ipinakilala ni G. Leandro S. Menguito, isang espesyalista sa pagsasanay ng Bureau of Fisheries and Aquatic Resources (BFAR) Region IV-A, ang proseso ng pagtatalaga ng mga bantay-dagat. Nagkaroon din ng workshop kung saan gumawa ang mga kalahok ng affidavit at role-playing batay sa mga senaryong may kinalaman sa ilegal na gawain sa kanilang mga municipal waters.

Sa huling araw, ipinakita ng bawat grupo ang kanilang ginawang affidavit at isinagawa ang role-playing, sa pangunguna ni Gng. Zenaida P. Bernal, batikang miyembro ng Tanggol Kalikasan, batay sa itinakdang senaryo.

“The Bantay Dagat are not just law enforcers; you are unsung heroes who help preserve the lifeblood of our communities [Ang Bantay Dagat ay hindi lamang tagapagpatupad ng batas; kayo ay mga bayaning hindi kilala ngunit tumutulong sa pagpreserba ng buhay at kabuhayan ng ating komunidad],” ang pahayag ni Dr. Frederick T. Villa, Pangulo ng SLSU, sa kanyang mensahe na inihatid ni Dr. Felino J. Gutierrez, Jr., na nagpapakita ng dedikasyon at suporta ng universidad sa mga gawaing pangangalaga sa kalikasan. Ang pagsasanay ay naging matagumpay sa pagpapalawak ng kaalaman at kakayahan ng mga Bantay Dagat sa pagsugpo ng mga ilegal na gawaing pangisdaan.

Ang Institute of Environmental Governance (IEG) Center ng Southern Luzon State University (SLSU), kasama ang Tanggol Kalikasan, Inc. (TK), ay nagsagawa ng mga pagbisita sa mga bayan ng Real, Infanta, at General Nakar sa Quezon upang makipag-ugnayan sa mga bagong halal na lokal na opisyal.

Ang delegasyon ng SLSU, na binubuo ni IEG Coordinator Bb. Arceli R. Obmerga, at mga kawani mula sa Office of Extension Services (OES) na sina Bb. Renelyn A. Barrientos at Bb. Sheer Angela F. Laguador, kasama si Bb. Arcelina O. Molen ng TK, ay nakipagpulong sa alkalde ng Real, Hon. Julie Ann O. Macasaet, alkalde ng General Nakar, Hon. Alfredo Pujera, at sa Municipal Agriculturist ng Infanta na si G. Carmelo S. Francia.

Sa mga pagpupulong, ipinagbigay batid ng grupo ang nalalapit na Fishery Law Enforcement Training para sa mga kawani ng Bantay Dagat sa Real at General Nakar, na gaganapin mula Agosto 5–7 sa National Brackishwater Training Center sa Pagbilao, Quezon. Ang pagsasanay, na pinondohan ng U.S. Department of the Interior’s International Technical Assistance Program, ay naglalayong paghusayin ang kakayahan ng mga kalahok sa tamang dokumentasyon, pamamaraan ng pagsampa ng kaso, at epektibong pamamaraan ng pagpatrolya, upang palakasin ang pagpapatupad ng batas pangkaragatan.

Bukod dito, tinalakay din ng grupo ang plano para sa isang aquasilviculture training program sa Infanta kasama si G. Francia, na nagbibigay-diin sa sustainable aquaculture practices upang suportahan ang lokal na pangingisda at mga pagsisikap sa pagpapanumbalik ng mga bakawan.

Ang mga inisyatibong ito ay nagpapakita ng pangako ng unibersidad sa pagpapalakas ng mga lokal na pamahalaan sa environmental governance at resource management.

SLSU IEG, TK train first batch of Bantay Dagat on fishery law enforcement

The partnership between Southern Luzon State University (SLSU) through the Institute of Environmental Governance (IEG) Center and Tanggol Kalikasan, Inc. has successfully strengthened marine protection efforts in Quezon Province through a three-day Fishery Law Enforcement Training for Bantay Dagat from the municipalities of Burdeos, Jomalig, Panukulan, Patnanungan, and Polillo.

The training was held from June 23 to 25 at the Bureau of Fisheries and Aquatic Resources (BFAR) National Brackishwater Training Center in Pagbilao, Quezon. This training is part of the ongoing “Environmental Justice Sector Reform Project – Phase 3 (EJSRP 3) funded by the United State Department of the Interior International Technical Assistance Program, which aims to address the training needs of the local government units (LGUs) related to environment protection, planning, and conservation.

During the opening ceremony, Dr. Felino J. Gutierrez, Jr., Director of the Office of Extension Services, expressed his expectation for the training saying, “Inaasahan natin sa pagtatapos ng pagsasanay, makakatanggap kayo ng isang matatag na pang unawa at kumpiyansa na nagpatupad ng batas para sa kaligtasan at kaunlaran ng sektor ng pangingisda.” This was followed by a message of support from Mr. Romel B. Calzado, Municipal Environment and Natural Resources Officer of Polillo, Quezon, saying, “Sana po sa pamamagitan ng programang ito ang magkaroon ng matibay na pagtutulungan at partnership ang mga LGUs sa SLSU, Tanggol Kalikasan, at BFAR.”

The three-day training featured experts on fishery law enforcement from TK and BFAR. Mr. Glenn M. Forbes, J.D., President of TK, provided an in-depth discussion on the state and the environment, which focuses on the power of LGUs and national government agencies’ authority to enforce fishery laws. He also outlined the fishery code of the Philippines as well as the wildlife code. Meanwhile, Atty. Psyche P. Tolentino, a lawyer from TK, covered topics on the basic handling of evidence and the procedures of filing criminal and administrative cases. Mr. Leandro S. Menguito, Training Specialist I of BFAR Region IV-A, introduced BFAR’s guidelines in the conduct of training for deputy fish wardens, enlightening the participants on the guidelines on how to be a deputized fish warden by the department.

Beyond lectures, participants engaged in case studies and practical workshops, including drafting affidavits and case documents. Divided by municipality, they analyzed scenarios such as illegal fishing, dynamite fishing, and cyanide fishing, preparing sample legal documents to reinforce learning. The participants relate their previous experiences to drafting their sample cases.

During the closing program, Mr. Rolando A. Borja, Bantay Dagat from Burdeos, shared his insights and key takeaways, giving importance to his overall learning, “Ito po ay aming palalawigin pa, pagsisikapan lalo’t higit isasabuhay ang aming natutunan.”

“Tayo pong lahat ay nandidito para pangalagaan ang ating kalikasan”, Dr. Gutierrez, delivered in his closing remarks. This initiative reaffirms the dedication of SLSU and TK to empower local enforcers to safeguard Quezon’s marine resources.

SLSU IEG, TK collaborates with municipal agriculturists to strengthen fishery law enforcement in Polillo Group of Islands

The Southern Luzon State University (SLSU) Institute of Environmental Governance (IEG) Center holds a meeting with Municipal Agriculturists from the Polillo Group of Islands to advance the implementation of their Area Specific Action Plan (ASAP). The gathering, held at the Tanggol Kalikasan, Inc. office in Lucena City, May 19.

A key outcome of the meeting was the finalization of a “Fishery Law Enforcement Training for Bantay Dagat,” scheduled for June 2025, the training will take place at the Bureau of Fisheries and Aquatic Resources – National Brackishwater Fisheries Technology Center (BFAR-NBFTC) in Pagbilao, Quezon.

The initiative underscores the commitment of SLSU IEG and local stakeholders to promotes marine conservation efforts and ensure sustainable fishery practices. By equipping Bantay Dagat enforcers with updated knowledge and skills, the program aims to strengthen the protection of coastal resources in the Quezon Province.

The Institute of Environmental Governance (IEG) Center of Southern Luzon State University (SLSU) and Tanggol Kalikasan, Inc. (TK) recently visited the municipalities of Quezon, Alabat, and Perez in Quezon Province for an initial meeting to kick off the implementation of their Area-Specific Action Plan (ASAP) under the Environmental Justice Sector Reform Project Phase 3 (EJSRP 3) on March 13–14.

The team led by Dr. Felino J. Gutierrez, Jr., IEG Management Committee Member, Ms. Arceli R. Obmerga, IEG Coordinator, and Ms. Doris Amandy, TK representative, was warmly welcomed by local officials, including Hon. Mayor Charizze Escalona of Perez, Quezon, Hon. Mayor Juan F. Escolano of Quezon, Quezon, and Mr. Gerald Franklin R. Belazon, OIC MAO of Alabat, Quezon.

Each municipality’s ASAP focuses on promoting environmental justice and strengthening the protection of its marine resources. In particular, the municipalities of Perez and Alabat focus on Fishery Law Enforcement Training for their Bantay Dagat. Meanwhile, Quezon, Quezon plans to improve its solid waste management and potential Aquasilviculture Projects for its Bantay Dagat.

SLSU IEG Center assists LGU Infanta for livelihood opportunities for Bantay Dagat

On March 10, the Institute of Environmental Governance (IEG) Center of Southern Luzon State University (SLSU) extended technical assistance to the Local Government Unit of Infanta for the development of a potential livelihood program for their Bantay Dagat under the Environmental Justice and Sectoral Reform Project 3 (EJSRP 3), a partnership between SLSU and Tanggol Kalikasan, Inc.

The SLSU IEG center assembled a team of experts in aquasilviculture and mangrove management, including Dr. Delia R. Babilonia, consultant and project leader of SLSU Aquasilviculture (Alabat), Dr. Felino J. Gutierrez, Jr., IEG Management Committee member with expertise in community-based mangrove management, For. Eraldwin A. Dimailig, IEG trainers and mangrove expert, and Ms. Arceli R. Obmerga, SLSU IEG Coordinator. The team was warmly welcomed by Mr. Carmelo Francia, Municipal Agriculturist of LGU Infanta, along with their Bantay Dagat personnels.

LGU Infanta is one of the municipalities benefiting from the EJSRP 3 project. As part of their Area Specific Action Plan, Mr. Francia emphasized the need to create livelihood opportunities for Bantay Dagat personnel, who play a vital role in protecting marine resources. He sought assistance in exploring potential aquasilviculture and mangrove enhancement initiatives to support their efforts.

The SLSU team led by Dr. Babilonia conducted site identification and an on-site assessment of target areas to evaluate the feasibility of aquasilviculture development. Aquasilviculture, an integrated approach combining aquaculture and mangrove conservation. During the assessment, Dr. Babilonia outlined the basic qualifications and requirements for selecting an appropriate aquasilviculture site. The team also identified potential capability-building and training to equip the community with the necessary skills for aquasilviculture, which could serve as an additional source of income.

SLSU and ISO meet for a collaborative meeting for environment-related programs in Quezon

Southern Luzon State University (SLSU), through its Office of Extension Services, and the Institute of Social Order (ISO) meet for a collaborative meeting on January 14 at the ISO Office in Quezon City. The discussion focused on strengthening environment-related programs and projects in the province of Quezon.

The Institute of Social Order, a non-government organization (NGO) established in 1947, is dedicated to empowering the poor and marginalized, driving social transformation, and equipping communities to manage their local natural resources sustainably.

During this meeting, both parties discussed their current environment-related projects particularly ISO’s project, “Strengthening Integrated Resources Management in Coastal Communities in Quezon, Philippines through Participatory Governance,” and SLSU’s collaboration project with Tanggol Kalikasan, Inc. “Environmental Justice Sector Reform Program Phase 3 (EJSRP 3).”

This initial meeting marked a step toward aligning efforts to empower Quezon municipalities along the Philippine Rise, through capacity building and training. The collaboration aims to foster sustainable development and ensure the successful implementation of both projects ensuring environmental governance within their areas.

SLSU OES Conducts Successful Environmental Governance Seminar and Tree Planting Activity in Brgy. Kabatete, Lucban, Quezon

On September 20, 2024, the Southern Luzon State University Office of Extension Services (SLSU OES) successfully conducted an Environmental Governance Seminar and Tree Planting Activity for the residents of Brgy. Kabatete, Lucban, Quezon. Participants gathered at the Barangay Hall, where they learned about environmental management and conservation.

he participants and facilitators were warmly welcomed by Hon. Cap. Mario V. De Asis, who expressed his gratitude to the university for responding to their request for an environmental governance seminar and tree-planting activity. He highlighted the importance of the activity, emphasizing the community’s need to conserve their trees and forests.

For. Eraldwin A. Dimailig, director of the Office of Production Services and project leader of the SLSU Cloning Facility, served as the resource speaker for this activity. He provided insights on environment management, including an introduction to the concept of a mini/pocket forest. He introduced the participants to various plant species and shared techniques to care for them properly. He also gives an in-depth discussion on what plant species will thrive well in Lucban, and which would not flourish in the area, at the end of his discussion For. Dimailig gave importance to and encouraged the local community to take an active role in caring for their environment for the sake of future generations.

The seminar was followed by a tree-planting activity, wherein, the university provided the participants with different seedlings including banaba, bahai, lipote, etc., for them to start replanting their trees and forests

The event concluded with closing remarks from Dr. Felino J. Gutierrez, Jr., officer-in-charge of extension services. He commended the local community of Lucban for their conservation efforts and noted that the residents of Lucban are not solely dependent on Mt. Banahaw for their livelihood. Dr. Gutierrez further emphasized the need to protect the environment to prevent natural disasters such as flooding, urging participants to care for the seedlings they received.

The Southern Luzon State University facilitates the management and protection of Mt. Banahaw San Cristobal Protected Landscape, giving importance to activities that promote environmental conservation and governance. This event with Brgy. Kabatete is a significant step toward raising awareness and empowering the residents at the foot of Mt. Banahaw to protect and nurture their natural surroundings.
