The Division maintains the periodic publication of Siyasig, which focuses on the sciences, and Tilamsik, which features research in the social sciences and humanities. By providing spaces where research can be formally published and accessed, the University contributes to the wider exchange of ideas and advances knowledge within and beyond the institution.</p><p>Complementing these efforts is the annual Research at a Glance, which provides a consolidated view of the University’s research accomplishments. Through this publication, the breadth of research and scholarly activities undertaken by the University is made more visible, allowing stakeholders to gain a clearer picture of the knowledge being generated across different disciplines.</p><p>While scholarly publications provide a formal avenue for knowledge dissemination, knowledge becomes more impactful when it reaches audiences beyond traditional academic circles; this is where the Knowledge Mainstreaming Division plays a vital role.</p><p>Through its various publications, the Division helps communicate research, institutional developments, and experiences in forms that are more accessible to a broader audience. Its quarterly newsletters, including Kuwitib, Synergy, Karulo, and Chronoscript, provide platforms for documenting and sharing stories, updates, and insights from across the University.</p><p>These knowledge products contribute to the development of an institutional culture where information and experiences are not only recorded but also shared. In doing so, they help strengthen awareness of the University’s work and connect members of the academic community and its stakeholders to the knowledge being generated within the institution.</p><p>Also recognizing the changing ways through which people consume information, the University has explored digital platforms and creative approaches to knowledge dissemination.</p><p>Through initiatives such as Katok, Ka-Talk reels, and the MINDSEED feature series, university research and institutional knowledge are presented through engaging and accessible digital content. Beyond lengthy reports and technical publications, research and institutional stories can be translated into short-form videos, visual content, and feature stories that make complex ideas easier to understand and more engaging for wider audiences.</p><p>But perhaps one of the most significant pathways for knowledge to create broader impact is through its connection to policy and decision-making.</p><p>Through the Southern Luzon Policy Review (SLPR), the University provides a platform for publishing and disseminating policy briefs that translate research-based insights into concise and accessible recommendations. By presenting evidence and possible courses of action in a format that can be readily examined by policymakers and stakeholders, these knowledge products create opportunities for research findings to contribute to discussions and decisions beyond the academe.</p><p>At SLSU, knowledge takes many forms and travels through many channels. It can be found in the pages of a research journal, in an annual research compendium, in a newsletter, in a short digital reel, in a feature story, or in a policy brief that are accessible through <span style="color: #3269a1;"><a style="color: #3269a1;" href="https://www.slsu.edu.ph/knowledge-management-office/" target="_blank" rel="noopener">https://www.slsu.edu.ph/knowledge-management-office/</a></span>. Each serves a different purpose, but they all contribute to a shared goal: ensuring that the knowledge created within the University does not remain confined to the institution.</p><p>Knowledge creates greater value when it reaches people, sparks conversations, informs decisions, and inspires action – and this is how we keep knowledge in motion.</p>						</div>

							The activity showcased the SLSU Child-Minding Facility as a model initiative in child welfare and gender-responsive programming. The delegation from LGU Lucban included Barangay GAD Coordinators, Secretariats, Municipal Councilors, and DRRM Coordinators, who came to observe best practices and learn from the university&#8217;s documentation processes.
<br><br>The program opened with remarks from Prof. Rene P. Zubieto, MA, Director of the SLSU GAD Office, followed by special messages from Dr. Arvin N. Natividad, Vice President for Institutional Development and External Affairs, and Ms. Josephine J. Robelo, RSW, MGADFPS Focal Person. Participants then viewed an audio-visual presentation on the Child-Minding Facility before proceeding to a guided site tour.
<br><br>An open forum allowed for the exchange of ideas and discussions on potential collaborations between LGU Lucban and SLSU.
<br><br>The activity concluded with both parties expressing commitment to advancing child welfare and gender and development initiatives in the province of Quezon.

							The HGDG, developed by the National Economic and Development Authority (NEDA), the Philippine Commission on Women (PCW), and the ODA-GAD Network, serves as a nationally recognized tool for mainstreaming gender perspectives into development programs and projects. As mandated by Republic Act 9710, or the Magna Carta of Women, government agencies and academic institutions are required to allocate at least 5% of their annual budget to GAD-related activities, a requirement reinforced annually through the General Appropriations Act (GAA).
<br><br>The training aimed to advance institutional capacity by equipping academic leaders with HGDG tools, ensuring compliance with PCW guidelines on GAD budget attribution, and applying HGDG analysis to all major programs beginning in CY 2026. Beyond compliance, the initiative seeks to promote inclusivity by embedding gender perspectives in academic and administrative initiatives while strengthening accountability in the use of GAD funds through evidence-based program evaluation.

							Day 1 featured a series of expert lectures delivered by SLSU&#8217;s internal resource speakers. Asst. Prof. Jed Frank C. Marqueses opened the session with a comprehensive discussion on gender audit and gender statistics, providing participants with foundational knowledge on assessing gender gaps and measuring gender-responsive outcomes.
<br><br>Prof. Rene P. Zubieto, Director of the GAD Office, delivered the second lecture on the Introduction to HGDG Tools and Scoring System, walking participants through the standardized checklists used to assess the gender-responsiveness of projects. The HGDG tool yields a maximum score of 20 points for each program or project, with corresponding percentages of the budget that may be attributed to the GAD budget.
<br><br>The day concluded with an open forum where participants raised clarifications and discussed integration strategies for the topics covered.
<br><br>Day 2 shifted to a more participatory format. Ms. Rencel E. Mendoza, Admin Officer II of the Budget Office, represented the director of their office, Ms. Maria Cristine D. Absulio, and delivered the session on GAD Budget Attribution and PCW Compliance, clarifying the technical requirements for proper attribution and documentation. 
<br><br>Following the lecture, participants engaged in workshop sessions where they applied HGDG tools to their respective institutional programs through group work. Selected GAD coordinators then shared their experiences, best practices, challenges, and lessons learned in implementing gender mainstreaming initiatives across different campus settings.
<br><br>The training concluded with the presentation of group outputs, allowing participants to receive feedback and refine their program analyses before applying these tools to their respective units.

							This initiative aligns with the Philippines&#8217; international commitments under the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action, both of which call for the elimination of gender-based discrimination and the institutionalization of gender mainstreaming in governance and development. The Philippine Plan for Gender-Responsive Development (1995-2025) further provides the long-term framework guiding these efforts.
<br><br>Similar capacity-building initiatives have been implemented across State Universities and Colleges nationwide, as institutions recognize the importance of the HGDG in formulating and implementing gender-responsive programs, projects, and activities. The HGDG training serves as a foundation for institutionalizing gender mainstreaming practices, ensuring that development plans are not only aware of or sensitive to gender issues but also address key, relevant gender-related concerns.

							Through the generosity of Hon. Licup, the May 2026 CPALE Rank 2, Miko Andre R. Villenas, represented by his parents, was granted Php 20,000, while each CPALE passer each received Php 5,000. Hon. Licup likewise extended support to topnotchers from other recent board examinations by providing cash incentives.

<br><br>According to Hon. Licup, these incentives serve not only as recognition of the students’ hard work but also as assistance as they navigate their respective work environments. 

<br><br>This awarding took place during the morning session of the General Orientation, aiming to spark inspiration among first year students for AY 2026-2027.

							According to the University President, Dr. Frederick T. Villa, represented by his Executive Assistant, Mr. Jay Mel M. Nicomedez, Southern Luzon State University (SLSU) has consistently supported students in need, particularly IPs and those from GIDA. He also highlighted the role of the university in providing equal access to education.

<br><br>Likewise, messages from the OVP for Academic Affairs and the Office of Student Affairs and Services (OSAS) underscored the importance of guiding students from their entry into the university until the completion of their studies. 

<br><br>Meanwhile, outgoing Student Regent, Hon. Jan Angelo Claierx O. Paderon, and incoming Student Regent, Hon. Wesley Palines, shared their experiences as students and encouraged participants to be vocal about their rights.

<br><br>On the first day, 21 incoming first-year students were assisted in the admission and enrollment process. In the afternoon session, the OSAS Guidance Counseling and Testing Center delivered psychosocial support and education.

<br><br>In the coming days, students will be introduced to key topics, including English and Communication, Mathematics, Media, and Information and Communication Technology (ICT).

							For the last two days, Dr. Melvin S. Domingo, CSC Region IV Policies and System Evaluation Division Chief Human Resource Specialist, underscored the significance of empowering team members, tracking performance, and conducting productive work meetings.

<br><br>At the closing ceremony, participants shared their key takeaways from the training sessions, reflecting on what they learned throughout the training program.

<br><br>Further, during his closing message, SLSU President Frederick T. Villa emphasized that a great supervisor builds great teams, and great teams build good organizations. He reminded the participants, both current and future office leaders, that they must ensure tasks are clearly understood, properly supervised, and accomplished on time. 

<br><br>This activity marks the second installment, following the first batch held last April 27 to 30. Last year, SLSU funded the first track in collaboration with CSC.

							Joining the discussions were invited representatives from the Faculty Association, Employees Association, and Supreme Student Council Federation, reflecting SLSU&#8217;s commitment to participatory governance and collaborative decision-making. Together, the participants assessed and refined the university’s strategies and recalibrated commitments to achieve the targets set under SLSU’s Strategic Development Plan 2025-2030, ensuring that institutional efforts remain responsive to the needs of its stakeholders. <br><br>SLSU President Frederick T. Villa, together with the vice presidents and selected directors, presented updates on the accomplishments and performance of their respective offices. The Planning Office likewise consolidated and analyzed the university’s overall performance in accordance with its targets. The body then deliberated on the matters presented and suggested interventions to address the identified gaps. <br><br>Moving forward, President Villa gave a glimpse of what is ahead of SLSU, including the filling of plantilla positions for the College of Medicine and the newly approved positions for SLSU under the second tranche of the Revised Organization and Staffing Standards for State Universities and Colleges, the establishment of smart classrooms across the institution&#8217;s colleges and campuses, and the feasibility of offering a College of Law, among other initiatives. <br><br>Held on Alabat Island in conjunction with the SLSU Alabat Campus commencement exercises, the activity is a testament to the collaborative efforts of the different units to bring quality education and service to the people.						</div>

							These institutions highlighted CTE’s outstanding passing rate of 92.69% in the March 2026 Licensure Examination for Teachers (LET) &#8211; Secondary Level, emerging as fourth in the list of top-performing schools. 

<br><br>Aside from this, four topped the Elementary Level. From SLSU Main Campus: Michelle Indicio Velasco as Top 3, Jana Marie Permejo Agarin as Top 6, and Ma. Cecilia Gamboa Teoxon as Top 8. Meanwhile, Aila Marie Manalo Prialde of SLSU Tiaong ranked fifth in the same category.

<br><br>Likewise, Jay Russel Llego Cueto from SLSU Main Campus placed Top 9 in the Secondary Level. 

<br><br>Moreover, the campuses of Catanauan, Infanta, JGE Tagkawayan, Lucena, Polillo, and Tiaong exceeded the national average passing rate of the licensure examination.

<br><br>These acknowledgements are testament to the quality of education the university offers to its students, regardless of campus.

IMS Wellth Care Inc., recognized for its innovative healthcare solutions, pledged to provide coverage tailored to the diverse needs of the university community. During the ceremony, both parties emphasized the importance of prioritizing employee health as a cornerstone of institutional growth, productivity, and overall well-being.

<br><br>This one-year partnership is expected to deliver benefits, including improved healthcare accessibility, financial protection through HMO benefits, and stronger collaboration between the education and healthcare sectors. The signing of the agreement reflects SLSU’s dedication to fostering a supportive environment where academic excellence is matched by holistic care for its workforce.


<br><br>The signing ceremony, held at the SLSU campus, was attended by IMS Wellth Care Inc. Vice President Ms. Irmingarda C. Llorico and other company representatives. On the part of SLSU, the event was represented by the Committee for Procurement of Health Maintenance Organization (HMO), chaired by Dr. Erwin D. Villaverde, together with other committee members: the Faculty Association President, Prof. Gino A. Cabrera; Employees Association President, Ms. Emma O. Reyes; Faculty and Employees Club President, Dr. Noreen P. Echague; and Accounting Office Director, Dr. Catherine L. Guia. Meanwhile, the Vice President for Administrative and Financial Affairs, Dr. Arvin N. Natividad, served as a witness to the proceedings.
