SLSU Innovation and Technology Support Services Office (ITSSO) and and member of Interagency Committee (IAC) for Agribusiness Hub (ABH), including the SLSU TBI (Technology Business Incubator) staff joined fellow stakeholders from ten (10) State Universities and Colleges (SUCs) and one (1) Research and Development Institute (RDI) in the Year 1 Semi-Annual Review of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program Phase 2 Project — Advancing Technology Transfer in Southern Tagalog Agriculture, Aquatic, and Research, Development and Extension Consortium (STAARRDEC) through the RAISE Program.
The first day of the review featured the presentation of 17 semi-annual accomplishment reports from SUCs and RDI implementers. These reports highlighted achievements in the project’s consolidated scoreboard, status of institutionalization, intellectual property (IP) filings, pre-commercialization reports prepared, technologies commercialized, training seminars and technology promotions conducted and attended, partnerships formed, socio-economic impact, problems encountered and actions taken, learnings, and other technical accomplishments.
The presentation of Project 2: 1A – Strengthening the Intellectual Property and Technology Business Management (IP-TBM) at SLSU was reported by Mr. Giehway R. Liwanag, Science Research Specialist of SLSU TBI, on behalf of Dr. Nona D. Nagares, Project Leader of RAISE Program Phase 2. The presentation emphasized SLSU’s progress in enhancing its IP management capabilities, commercialization targets, challenges and problems encountered, and key strategies in maximizing institutional funds as counterparts of the external funding from the RAISE Program.
On the second day, the Regional Consultation and Meeting for the Regional Agribusiness Hub (ABH) in Southern Tagalog convened key representatives to align ongoing efforts across implementing Consortium Member Institutions (CMIs). Representing SLSU were Ms. Mary Jane R. Villaverde, Science Research Assistant of SLSU ITSSO, and Dr. Manilyn G. Zubieta, IAC Member of SLSU. The meeting agenda focused on critical operational and strategic concerns, including: (1) finalization of the Terms of Reference (TOR) for Regional IAC members; (2) review of Quarter 1 and Quarter 2 accomplishments and the financial status of Project 12; (3) updates on the project workplan and schedule of deliverables per CMI; (4) development of a harmonized capacity-building program; (5) panning for pre-commercialization strategies for supported technologies; (6) establishing mechanisms for progress monitoring; and (7) coordination of upcoming activities for the succeeding quarters.

Moving forward, SLSU is committed to fulfilling the remaining Year 1 deliverables, guided by the corrective actions and valuable insights gained during the review. With continued support from the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), through the RAISE Program and the STAARRDEC, SLSU will strengthen its IP-TBM operations. In particular, SLSU will focus on enhancing its technology commercialization systems and advancing the technopreneurial capabilities of its stakeholders to ensure meaningful, sustainable impact.
